Icons Incorrectly Displayed

The icons on my desktop and at the top of windows, for example the Close,
Maximise, Minimise all show horizontal rows of white lines. My cursor has the
same problem. I have run anti-virus and anti-spyware, but the problem
persists. Any ideas ? I am using Windows XP Home Edition.

Setting 16 bit colour made it much worse. Found that reducing the hardware
acceleration cured the problem. Does this mean that my ATI Radeon 9600 Pro
Sec graphics card is faulty ? I have updated the drivers.

My radeon 9600 has no trouble like that. If it's not drivers, the card is
failing.
