Icons and Task Pane

I have Windows XP Home edition and it seems that my icons for log off,
shutdown, etc. seem blurry. I decreased the icon size through display
properties and icnreased screen resolution but it seems as if there is
nothing that will solve the problem.
Also my task pane seems to have a white background instead of the usual blue
(the task pane that appears when you open My Documents, My Computer, etc.)
and so does the file bar on any application such as Calculator.

If you can help me solve this problem it would be a great help.

Are you using the Welcome Screen or the W2K style?

The Common Tasks Pane is white?
The File Bar can be corrected. That said, see if it fixes the above stated
on line
