I need to set up tracking on outlook.

When an email is sent it goes to the sent folder. When I open the sent
folder, find the email and read it at a later date, I would like to trace who
read it when. This is what the tracking tab on sent messages does, keep
track of the message as it passes through various routes. My sent messages
do not have this tab. How do I add it?

You need to request read receipts (and receive the receipts back) in order
for the tracking options to be available. It has nothing to do with
routing.
