Outlook 2003, Tracking Tab

Tracking tab is not showing on my original sent message, I have sent it out
to 25 people, I have put a check mark for request for a read receipt. Some
not all have read my message. Still no tracking tab. Did I missed a step?
Please advise

Is the Read Receipts actually received as such or just as a normal email
message?
If it is a Read Receipt, you must mark it as read in the Inbox and then
delete it. This will process the receipt and the Tracking tab will show.
