Use services.msc to verify that the Windows Installer service is set to manual and
not disabled. Make sure you are logged on as a local administrator and look in Event
Viewer for any pertinent errors. It may also help to run System File Checker as in "
sfc /scannow " which may require use of your install disk. If none of that helps see
the link below on how to reset security settings to default defined levels which may
