i need help on my pc, it has problems

i have a programe called "Universal Shield 3.0", its a
program that i downloaded off the internet at download.com
but when i used it, it wont let me access my programs.
and i cant uninstall it. i've tryed to use system
restore, but it failled, i dont know what to do now.
