I keep receiving deleted emails over and over in a cycle

I delete unwanted emails from my inbox and empty the deleted items folder but
everytime I send/receive I get the same emails back over and over again on a
loop - 250 or so at a time. Why do I keep receiving them over and over again
and what can I do please.

Sounds like your email settings are set to keep emails on the server, so
they keep on delivering into Outlook each time. You need to take the option
off or check this by going into tools, email accounts, editing your account
(change account), more settings advanced tab etc.
