I.E problems downloading

I have approximately 200 computers within my domain and
roughly 30 are having this problem.
'can't download ***** from ****.com when they click on
the link or right click and save as. I have tried all
the normal stuff(disable vs, lowered security zones,
cleared temp internet folder, changed browser behaviour
under advanced tab but still have this issue) Yet, it
works on a couple sites but most Don't.
Fix 816868 does nothing. PLEASE help.
This happens using multiple manufacturers (Dell, IBM,
Clone) with users having local admin rights.
