I.E. 6 SP1 won't download a specific ActiveX component

OS: Windows 2000 Professional SP 4
I.E.: 6 SP1

The Problem:
I have a user who is trying to run a report from an internal webpage that
requires Crystal Report
Smart Viewer 7 (C:\Winnt\Downloaded Program\CRViewer.dll and CRViewer.inf)
Normally when users connect to this page, Crystal Report Smart Viewer 7
installs automatically, if they don't already have it. In this particular
case, it is not getting installed.

Troubleshoot Steps I have Taken:
1.) Verified that the Crystal Reports viewer does download on other machines
2.) User states that the reports used to work on his machine (so the
components must have been deleted at some point)
3.) Verified the user has Admin rights to the local machine
4.) Verified the Viewer won't download when I log in with my Admin account
either
5.) Enabled everything in every Security Zone in I.E., Verified URL is set
as a Trusted Site, still won't download
5.) Cleared all temps, cookies, history, and everything from
C:\Winnt\Downloaded Program Files, rebooted, still won't download
6.) Set all Security Zones back to default, Set Advanced Tab settings back
to default, still won't download
7.) Re-enabled all ActiveX, etc in every Security Zone, still won't download
8.) Re-installed I.E. 6 (as much as you can by re-running the I.E. 6 SP1
setup and choosing re-install all components) Still won't download
9.) Verified I.E. will download other ActiveX components (like Flash viewer)
10.) Also verified there is not pop-up stopper or Adware utility (like
Spy-bot or Ad-aware) installed

What I think the Problem is:
I think I.E. thinks Crystal Report Smart Viewer 7 is still installed, when
it is not, so it's not initiating the download

My Question:
Is there anything I can do to force I.E. to download these components. Or
is there I registry setting I should look at?

I really hate to re-image this machine for this one problem.

Guess this was a tough question.

One more bit of info. I tried to run cdllogvw.exe, which is a log file
viewer that was given to me by a Microsoft Rep. I.E. is not creating the log
file it should be creating when it encounters errors downloading ActiveX
components.

So I guess I.E. thinks there isn't a problem, so isn't creating a log file
and isn't re-downloading the missing components.

The Microsoft Rep is stumped and so am I so I guess I'll have to re-image
this machine to get this to work.
