i cant use Help and support from startmenu or Explorer

after i installed a AV some time ago, it detected that one of the files used by Help and Support is a spyware. Then i choose to quarantine it. But, from then, i can't use Help and Support. I tried to uninstall the AV, but it still doesn't work. Pls help
