I can't send mail

I can receive mail, I just can't send it. I have tried sending mail to
several different e-mail accounts and get the following message each time.

"The message could not be sent. The authentication setting might not be
correct for your outgoing e-mail [SMTP] server. For help solving this
problem, go to Help, search for "Troubleshoot Windows Mail", and read the
"I'm having problems sending e-mail" section. If you need help determining
the proper server settings, please contact your e-mail service provider.

The rejected e-mail address was '(e-mail address removed)'. Subject 'test', Account:
'Personel', Server: 'smtp.surewest.net', Protocol: SMTP, Server Response:
'553 sorry, that domain isn't in my list of allowed rcpthosts (#5.7.1)',
Port: 25, Secure(SSL): No, Server Error: 553, Error Number: 0x800CCC79"

Were you sending from a laptop away from home when you got that
error message?
As a general rule, the owner of the SMTP server must match the
entity providing your Internet connection at that moment.
For a fuller explanation of that policy, see
http://www.postcastserver.com/help/Port_25_Blocking.aspx

Let me know the circumstances, and I can provide some workarounds.

The connection type doesn't matter.
Surewest.net is not going to allow you to send through their SMTP server
as long as you are connected through someone else's Internet connection.

The available workarounds are as follows:

1. Use webmail for sending (via your browser).
2. Ask your home ISP if they have a method for accommodating travelers.
Some use SMTP-Auth, others use a 'receive before send' method.
3. If you frequently send from multiple locations, get a free Gmail account,
configure it for POP access, and use it for your sending chores.
Gmail uses port 465 for SMTP, which is not blocked like port 25 is.
