Try contacting the mail provider for the correct settings.

Is this a sudden, new problem? Has this account ever worked in Windows
Mail?

I have never heard of an SMTP server that uses port 100.
Change it to 587. (Tools, Accounts, select the account,
Properties, Advanced.) Also unselect the associated SSL option.

Wrong SMTP Port #, NOT 100.
SMTP protocol is for sending; use port 25, port 465 w/SSL (if available), or
port 587 w/TLS (if the port is available, and TLS is required).
