Cannot send

I cannot send or recieve email. I get the following error:
The connection to the server has failed. Subject 'test', Account:
'mail.optonline.net', Server: 'mail.optonline.net', Protocol: SMTP, Port: 25,
Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

I disabled all email scanning by McAfee. I also removed my account and then
added it. I am still not having any luck.

I can now receive mail but still not send it. I could send email no problem
until today. I am using windows vista mail.

With McAfee, disabling scanning is often not enough. Quite a few have
reported here that no relief was obtained until McAfee was completely
uninstalled.

With McAfee (or Norton) more drastic action may be required.

Remove them completely and replace with a Vista compatible
alternative such as Avast.

The random nature points even more strongly to it
being a McAfee issue. Remove McAfee completely
and try again..

I completely removed McAfee and removed my account and added it again. I
still get the following error.

Here are things to try
1. The Outgoing (SMTP) server requires authentication.
You should tick the box 'My server requires authentication'.

2. If you are behind a firewall, we may be unable to authenticate you.
If you have a personal firewall, try lowering the security or disabling it
to see if it is causing the issue.
(Remember to re-enable it after testing)

3. Your SMTP (outgoing mail server) could be blocked.
Here is how to test it:
A. Go to Start -> Run -> type: cmd
B. When the Command prompt appears type: telnet mail.optonline.net 25
(include the spaces exactly as shown above)

C. Wait a few seconds. You should see the following: '220 mail.optonline.net
ESMTP'.
This means that it is not blocked.
D. If you do not see this message, your SMTP is being blocked.

I just tried running telnet and I got the following message:

telnet is not recongnized as an internal or external command, operable
program or batch file. Did I do something wrong?

I don't know. I'll try to find out.

Any other Security apps working. Anti Spam,Anti Phishing filters set? 3rd party blockers like Zone Alarm?

Vista does not install telnet by default. To add it, go to Control Panel,
Programs and Features, click on "Turn Windows features on or off".
It will take a while for the list to populate after you get through the
security prompt. Telnet Client is a ways down the list.

I assume Optonline is your home ISP. Are you at home and connected
to the Internet through their network when you get that send failure?

Uoptonline is my home ISP. No, I am not home. Shall I wait until I am home
before I do any more troubleshooting?

You won't have that trouble at home.
For anti-spamming reasons, your away-from-home connectivity provider is
blocking access to any other provider's port 25 SMTP server.

Basically, you have four workarounds when needing to send mail while away from home.
1) Use web mail.
2) Always use the SMTP server of the service you are connected to.
(This may be difficult when using random Wi-Fi hotspots or Internet cafes.)
3) Ask your ISP if they allow outgoing mail on a port other than '25'.
(I don't think Optonline has that option.)
4) Get a free GMail account, and use it for all sending chores, since
GMail uses ports other than '25'.

Uninstall McAfee.
Even then you may have to use WMUtil.

Please read ALL of the instructions.

If it still doesn't work remove the account and then close and reopen
WinMail and add the account back.
