i cant renew my IP address...

When i go into the cmd prompt and to the ipadress /release, it releases
it...but when i go to renew it, it gives me the exact same ip
address...it may be helpful to know that i have a wireless internet
card.....

Nobody can even guess how to begin helping you until you answer this
question:
What is this mysterious "it" that "gives me the exact same ip address"?
From where, in other words, do you obtain your IP address?

It's not unusual for the same IP to be renewed. It depends on how long the
ISP has it set for. My IP address hasn't changed in all the years I've had
it, even if the power is off for a length of time.

Perhaps you are getting your IP address from your wireless router. If so,
what you are seeing is normal behavior.
