I can't open other windows

I can browse with internet explorer just fine, but when I have to open another window to view a page, it just stays white and doesn't do anything. I tried to reinstall and uninstall, but the computer won't let me by telling me "that a previous installation has pending work requiring reboot" so I have been using MSN Explorer. I reboot and it tells me the same message. If its possible to rid myself of this internet explorer then reinstall it, I'd really really appreciate the help of someone telling me how.

Another poster had a similar problem, try resetting security level to
default "medium" to see if it helps.
