Do you get an error like, "The administrator has disabled this feature" or
something similar? Is the "SAVE" function in the dialog box greyed out? If
so, navigate to the following registry entry and delete
"NoSelectDownloadDir" in the right-hand pane.

HKCU\Software\Policies\Microsoft\Internet Explorer\Restrictions

Also you may find "NoSelectDownloadDir" at this location

HKLM\Software\Policies\Microsoft\Internet Explorer\Restrictions

The download file box is normal. I have the option to RUN SAVE or CANCEL.
When I click the save my message says ? " blah blah cancelled due to
restrictions on this computer contact your administrator" ... catch is I AM
the administrator. I've check my settings on Windows User account.. That
says im administrator and on my Internet Security I'm listed as the
Supervisor. (highest level). I'm Running Norton Security. If that means
anything..... Thanks for any help you give... I'm baffled...

I gave you the answer in my previous post for your problem. Use the registry
editor to get to the locations.
