I can't delete files

Somehow I have programs on my PC that will not allow me
to delete them. When you try to delete them, an error
msg comes up saying that you can't delete because the
disk is either full or write protected. These programs I
am referring to exist on the "C" drive and not a diskette
or CD Rom drive. Help?
