I can receive email but cannot send it.

I am reading all the postings and it sounds like people are having the same
problem that I am. I have a new computer and Microsoft Office 2003. Nothing
changed since yesterday but today I cannot send/receive email. I just get an
error. My DSL connection is fine and I have spent 2 hours with tech support,
all my setting are fine, I have done the recover/repair disk for Microsoft
Office and it did not fix the problem. Has anyone found a solution?

Ask AOL what port you should use and modify your account to use that port.

I have the same issue, nothing changed but my email just stopped sending - on
all networks that it previously worked on. The error message i get is as
follows:-

I spent 2 hours on the phone with my ISP yesterday & nothing has changed
from their end. They are sure it is a computer problem.

I am running Outlook 2003SP2 and have no problems until it just stopped
sending three days ago. It has allowed me to respond to a select couple of
emails but that is all.

Pls help

its been a problem to me. im gettin frustrated because no one seems to give
me the cure to this even the microsoft website. i used to be able to send
emails but for some reason it stopped working.....any geek experts out there
to help?????

Don't know about geeks but post your version and the error and what you
trouble shooting steps you have taken!

Hi folks!
I had the some problem too, and I solve it this way:

Control Panel > Add Remove Programs > Repair Microsoft Office

After doing this, I already can send mails again

Hi Jeff: I'm having the same problem. I deleted cookies and thereafter am
not able to get or send from Outlook. I am, however, able to use Netscape
Email, which I do not like. I get the message that the server is not
responding and also a POP3 message, yet I believe POP3 is what I'm using. I
was using Outlook 2003.

I've had the same problem as everybody else, after several days of being able
to receive email but able to send any I finally solved the problem after the
advice from the below post. Hope it works for you as it did for me.

"I have been struggling with this problem since I upgraded from XP Home to XP
Pro. I am running Office XP with Outlook 2002. I ran all the updates on
Windows XP and Office XP. I am also using Norton Internet Security.
Disabling Norton didn't make any difference, however I just went into
Norton's Personal Firewall. I went to Programs and selected Microsoft
Outlook and set the Internet Access to "permit all". It appears to be
working so far - I'll see."

You know.... I hate to say it but I'm in the same boat as everyone else...
I can receive but can't send... I've talked to my server where I have my
webmail he said it might be a problem with the port 25.. (like some others
have said) and also said if I change this port to PORT 26 it should work
fine... (hope this works for you guys) This didn't work for me... I tried
the repair in the help menu and it worked for about a half a day... back to
the same... no sending?

There has to be something going on here if EVERYONE here is having
problems.. . Microsoft Outlook really has to address this for its
customers.... becasue it does affect all of us... (even if it's not their
fault) Please anyone who can help email me (e-mail address removed)

Port 26 is typically unassigned. It doesn't do anything. Unless the ISP
_specifically_ modified their SMTP server to listen on that port, there'd be
no reason to use it. Port 465 is often used for SMTP over SSL. Port 587 is
often used for an alternate to 25 and is the Message Submission Agent port,
used for POP-before-SMTP and SMTP-AUTH connections.

And if _everyone_ were, you'd be correct. However, not everyone is.

You may try renaming your outcmd.dat to old and restart Outlook. the default
location for that is
C:/Documents and Settings\%username%\Application Data\Microsoft\Outlook
Microsoft has alot to offer when having to fix your registry. Try running a
Winsoc sweep and see if this will correct the problem.

I can do this over and over... send,,, send,,,, send.,,, but the icon still
shows it not to be sent?? and it shows up under no date....

alright, i am going to join the long list of people having this problem
and not receiving any clearcut solution.

so this problem popped up out of the blue, i have had no prior problems
sending emails out and i have not made any setting changes.

i tried to send an email out and got a bounceback saying:

Your message did not reach some or all of the intended recipients.

Subject: FW: testing
Sent: 11/17/2005 3:03 PM

The following recipient(s) could not be reached:

'(e-mail address removed)' on 11/17/2005 3:03 PM
553 your IP (66.245.216.12) is on our block list

now, i get this message despite whom i send this email to. and it
appears that the outbound mail i send doesn't even hit the mail server,
as a "send/receive" both sends this email and gets me the bounceback,
where as typically i will have to do a "send" for the outbound and then
a "receive" to get the bounceback. and the bounceback does not reside
on my webmail server.

when i test my email accounts, i get the following message:

"unable to send test message. please verify the e-mail address field."

i have no problems receiving email, just sending. i have tried the
following:

-contacted my web host, who confirms no blocks
-turned off my firewall/spam software
-doublechecked all my email account outbound/inbound settings
-removed my email account and re-added it
-have successfully sent email from the webmail
-have tried playing with the router mtu settings
-have tried different port options for my outbound
-have specifically opened up in my firewall port 25, which is what i am
using

i did ping my outbound mail server and it timed out. does this isolate
the problem with my isp? i was able to ping my inbound server.

my email client is outlook 2002, sp3
outbound mail through my host, dslextreme
inbound mail through yahoo mail

thanks, hopefully folks are still lurking around this thread...

This is pretty clear-cut as far as I can see. The IP address from which
you're trying to send (netblock-66-245-216-12.dslextreme.com) is blocked as
an address by the receiving SMTP server.

Can you post your exact server settings?

Jeff,

I have been experiencing this same problem for the past 4-5 days. I have
mail accounts on three different servers. I continue to receive email from
all servers. I can not send email to any of the servers. Any attempt to
send email results in the same error message -

Task 'pop.interserv.com - Sending' reported error (0x800CCC0F) : 'The
connection to the server was interrupted. If this problem continues, contact
your server administrator or Internet service provider (ISP).'

where "pop.interserv.com" changes to which ever email account I am sending
the mail out on. I can send emails through the web based interface on each
of the mail servers.

I am using Outlook 2003. I have made no changes to any of the mail
settings. I have verified that each account is set to login for SMTP server,
If I check the mail settings, the test email message fails with the following
error on all mail accounts -

- Send test email message: The specified server was found, but there was
no response from the server. Please verify that the port and SSL nformation
is correct. To access the settings close this dialogue, and then click more
settings and click on the Advanced tab.

There have been no changes made to port or SSL information. When I try to
create a new account to replace these account that are not sending email, I
have the same problem of not being able to send email.

This situation is getting to be unmanageable. We need an answer from
Microsoft Outlook!
