It is always good to know that total frustration may be felt by all at times.
I have a new ISP -- Verizon. All outgoing mail to ANY email ending in .com
from Outlook gets a similar message:
(e-mail address removed)' on 5/31/2005 5:56 PM
550 relaying mail to whoever.com is not allowed
However any mail to a .net address (example: (e-mail address removed)) is sent
without a problem.
I have rechecked all settings many, many times. Have disabled firewalls,
virus software--and still cannot figure it out. And, yes, the ISP blames
Outlook which seems to be blaming the security systems which blames all us
illiterate users. HELP! Please!

i don't quite agree with Brian that it was due to inappropriate
authentication to outgoing server that caused such problem! You see, i have
few PCs are running on the same platform (WinXPPro) with the installed of
MSOffice2000 sr-1. Outlook 2000 is being used here. I only found one user has
got such problem (can't send email out but receiving ok) and it was
intermittent problem. The rest of my users are NO PROBLEM. I have installed
SP3. It doesn't seem to working fine! Any good suggestion here?

It sounds like you're not authenticating to the outgoing server correctly.
Your sending address, perhaps, doesn't match the domain of your ISP.

I have been fighting this receive but not send problem off and on for a year.
Reinstalling MS Outlook 2003 occasionally helps, but only for a short time.

My ISP, Cox.net, is less than helpful because the email does not get to them.

Port 25 is enabled.

I have McAfee Personal Firewall and Virus Scan, but see no configuration
problems. And, if there were, why is it an intermittent problem.

Obviously, there are many of us with this problem. Is the only answer to
waste money on an Outlook upgrade?

I had the same problem, but what I did was go to Tools- Accounts- Properties-
Advanced- and then unchecked the box that requires a secure connection.

Chris, what ISP did you contact?
I have Wide Open West and I switched from Comcast in March, in May I started
having this problem, and I changed nothing in my settings, not I can not send
mail. I have my ports set at 465 and I tried switching to port 25 but
neither work. How would I go about contacting or looking up my ISP's
information to find out what ports they do or do not allow for my third party
email (Gmail).

Why I'd been able to use port 25 before installing Office's Service Pack 3,

and password for the ISP (something I've never used, since we're broadband),
and put those in my "outgoing/SMTP authentication" fields. Now my mail sends
fine, and it still looks like it's coming from my third-party server.

If you can do that, try telnetting to it:

C:\> telnet yoursmtpserver 25

If you get a response, enter QUIT. You've proven your PC can connect and I
don't have any suggestions at the moment, other than verifying your SMTP
settings. If you can't connect, contact your ISP. Perhaps they don't allow
port 25 connections and you have to use another port.

Brian, I have a Linksys router and I followed the instructions to the site
you provided, after saving the settings from the Linksys site my e-mail is
still unable to send. I have Microsoft Office Outlook 2003 running with
Windows XP. My e-mail is through Gmail and I have had the account connected
through Outlook 2003 since November of last year. May 24, 2005 is when I
started experiencing this problem and it has been ongoing ever since. i
worked with Gmail daily for a week troubleshooting, checking and changing
ports, etc. I am receiving an error that says
Task 'Melissa - Sending' reported error (0x800CCC78) : 'Unable to send the
message. Please verify the e-mail address in your account properties. The
server responded : 530 5.7.0 Must issue a STARTTLS command First
r9sm2312874nza'

Any idea how to fix this? I have Norton Internet Security, I have added
Outlook 2003 to the exceptions, I have disabled my firewall completely, I
have deleted and re-added my account to Outlook, I have changed ports from 25
to 465 and back again per Gmail Troubleshootings request. I have not changed
a thing since I set this up in November.

Any suggestions?

trying to figure out if I have SP1 or SP2. Where can I go to find out what
service pack I am using?

Brian, I am as well using Outlook 2003 and running XP. I have the top box
checked, it always has been. I just started having this problem where
Outlook will not send my messages a month ago.

Any suggestions?

I've seen a mention of STARTTLS before. Here's a Google Groups reference to
the other posts.

SP1 or SP2 of what, Windows or Outlook? Only Windows has SP2 at this time.
Right-click My Computer and choose Properties. It will tell you if Windows
has any Service Packs installed. For Outlook, click Help>About.

Hi,

It could be mailbox limit issue where you can setup a quota for each user.
Further you can specify at what level a user should get a warning that
his/her limit is about to reach. If a user don't clean up his/her mailbox
after warnings then you can also specify a higer mailbox limit than warning
limit which will prevent user to send and recive e-mails until he /she
archive his mailbox.

I have been struggling with this problem since I upgraded from XP Home to XP
Pro. I am running Office XP with Outlook 2002. I ran all the updates on
Windows XP and Office XP. I am also using Norton Internet Security.
Disabling Norton didn't make any difference, however I just went into
Norton's Personal Firewall. I went to Programs and selected Microsoft
Outlook and set the Internet Access to "permit all". It appears to be
working so far - I'll see.

I hope this helps someone else.

turning my firewall off completely. Neither one allowed me to send e-mail.

Jeff:

I have been using aol as my isp and outlook 2003 for the past year. Now I
can receive email via aol using outlook but cant send. I spoke with AOl and
they say they have blocked port 25 to stop third party spamming. I need to be
able to send email using outlook through aol, any suggestions?
