I am unable to to change most settings in outlook "options"

I cannot edit my settings / options in outlook 2003.

error message - sorry for inconvenience .................

Outlook closes and then reopens.

Examples, cannot insert signatures, cannot edit e-mail options (insert
original message)

All defaults seem to be "frozen"

Have you tried creating a new mail profile?
