i am unable to send mail

I am using outlook 2000. mail provider mweb. Connect to internet through 3
party isp. I had renewed my hard disc and installed all my software again but
having this problem now. If i use the airmail everything is working fine but
with outlook do not sent. Mweb is attempting to assist but for the past two
weeks we get nowhere. Hope the information is sufficient.

Server port numbers>
Outgoing mail (SMTP): 25
Incoming mail(POP3): 110

The message I receive when the send fail:
The message could not be sent because one of the recipients was rejected
by the server.erver Response:'554 5.7.1 Relay
access denied' (account:MWEB',SMTP Server: 'smtp.mweb.co.za', Error
Number: 0x800ccc79).

Your mail provider isn't allowing you access to their SMTP (outgoing mail)
server while you're connected to your ISP. You've either got to find out if
the mail provider has some sort of authenticated SMTP access or if your ISP
has an SMTP server you can use
