This morning I cannot send emails from my virgin account using
outlook. I have had the account for years and have not experienced
these problems before. I have not changed any settings. I can receive
mail ok. the error message is:

The message could not be sent because on eof the recipients was
rejected by the server. Server respose: 550 Administrative Prohibition
- relaying not allowed.(Account: 'family' , SMPT Server:
'mail.virgin.net', error number 0x800ccc79).

Have you contacted Virgin about this already? They might have issues right
now or changed something on their side.

Reading the error, it appears your SMTP server settings require to have
authentication enabled.
