Hyperlinks

Hi, I am attempting to access a website. The home page is available but the buttons only show as outline shapes with cross in top left corner and no functioning links available. Have struck this cross etc before with graphics. How do I gain access? Very frustrated. Fluff
 
What type of buttons are these, Hover buttons?
