Web Browser not showing all graphics in FP 2003

I have recently downloaded and am now modifying a commercially available
template website. I have changed some of the graphics and backgrounds.
However when previewed via the tab at the bottom of the screen I can view the
page in its entirety including all graphics. However most of them (not
all)most of them just show a frame with a red cross in the middle when viewed
via the web browser button on the top tool bar.

why is this

PS when I finally publish the site all images are viewable

The Preview tab in FrontPage is really not a reliable indicator of what your
page will look like in a web browser. Use Preview in Browser instead.
