Hyperlinks not working in XP/IE for OUTLOOK

When I click on a hyperlink in a HTML format email it
does
not open IE and take me to the link.

browse to iexplore.exe.
 
This is a good work around but anyone know the long term solution - ho
to get the urls/hyperlinks to work without having to use the shif
key?
