hyoer links in emails don't work

I am using outlook professional 2003. When I click on a link in an email
nothing happens in order to get to the link I have to cut and paste the link
into a browser
Does anyone know how to fix this?
 
Make sure your file association for url's is Internet Explorer. Also review
the settings in OL, Tools, Options, Security, Change auto download settings
button, uncheck "Do not download.....etc."
