HTTPS site problems

I am running WINDOWS XP HOME EDITION with IE6.

I recently recieved a "Page cannot be displayed" error when trying to access
any secure sites (ie....my ebay account, my overstock.com account). I've
reset all the Internet options and such. Still won't work. On a whim I
restarted in SAFE mode with Networking, logged in as Administrator and low
and behold ...it worked. However, when I log in normally as myself not in
SAFE mode, it still won't work.

any ideas on what to do

Make sure your firewall is not blocking port 443.

Go to Start | Run and enter these commans (press <Enter after each one).
