HTTPS or TCP connection could not be made.

I am getting an error message as follows:

An HTTPS or TCP connection could not be made. Please wait for your
network administrator to correct this.

I am using a computer at home with ADSL connection to the internet. What
does the above message means and how can I correct this problem?
