HTTP Error 403-Forbidden

We just installed a customized version of Internet
Explorer 6.0 sp1. I have several users that when they
click on a hyperlink in an e-mail the browser opens up and
gives the error: You are not authorized to view this page.
HTTP Error 403 - Forbidden. I've tried re-registering the
following dll's:
Shdocvw.dll
Msjava.dll
Actxprxy.dll
Oleaut32.dll
Mshtml.dll
Browseui.dll
Shell32.dll
urlmon.dll
I have repaired IE6, deleted temporary internet files and
nothing has resolved the problem. However if Internet
Explorer is already running on the machine and they click
on a hyperlink the page comes up fine. I used the IEAK
6.0 to create the install. We also installed the February
Security patch for Internet Explorer. All the machines
are running Windows 2000 sp3.

Expired or Is Not Yet Valid
When you attempt to connect to a secure Web site in Microsoft Internet
Explorer, you may receive an error message similar to one of the following:
HTTP 403.17 Forbidden: Client certificate has expired or is not yet
valid -or- HTTP 403 Forbidden You are not authorized to view this page.

This is not a secure site. After further investigation
what is happening is when they click the link and the
browser opens it is trying to access the web site directly
instead of using our Proxy server and that is why they
receive the forbidden error message, since none of our
users are allowed to connect to the Internet directly.
Any more ideas anyone?
