HTTP ERROR 403

OS Windows XP Home SP2, IE 6, GriSoft AVG 7.1, ZoneAlarm Pro 6.1.737.000
When trying to access a download site
https://secure.element5.com/esales/*********** I get the error message

"HTTP ERROR 403 - Forbidden
Internet Explorer"

I have searched Google and the leads suggest a resolution for SERVERS but I
have a home computer connected directly to the ISP (ADSL).

I have noted other sites where I also get forbidden entry, where/what should
I change in my IE set-up

A few tips to get you started. Make sure your browser is not blocking cookies. Place this website in your Trusted Sites list in IE.

Try the information here and see if it helps:

Error Message When You Attempt to Connect to a Secure Zone Web Page: The
Page Cannot Be Displayed
http://support.microsoft.com/default.aspx?scid=kb;en-us;310731
(For DNS, 403 - Forbidden, 404 - File not found, 500 - Internal server,
503 - Service unavailable errors too)

Check C:\Windows\System32\Drivers\etc for a file named HOSTS with no
extension. (Not Hosts.sam)
Make sure Windows is set to show hidden files and folders and is NOT set to
hide extensions for known file types. If HOSTS exists, rename it to
HOSTS.OLD
Reboot an try again.

Go to Start>Run>type in the following and press enter

ipconfig /flushdns

then clear your Temporary Internet Files, and re-boot.

In Internet Explorer -
1. Tools > Internet Options > Advanced
2. Scroll down to the Security Settings.
3. Make sure that the two boxes are checked that say
"Enable SSL 2" or "Enable SSL 3".
Try your secure sites.

Go to Tools>Internet Options>Connections>LAN Settings>Advanced>
In the box labeled "Exceptions" type in "https://" (without the quotes!).
That should exclude proxy operations from nearly ALL secure sites.

I have localised the problem to ZoneAlarm Pro. Although I had added
www.pctools.com to the Privacy> Site list, there was a Red X (Block) in the
Mobile Code column changing this to a Green Check Mark (Allow) resolved the
problem.
All's well that ends well.

I have localised the problem to ZoneAlarm Pro. Although I had added
www.pctools.com to the Privacy> Site list, there was a Red X (Block) in
the Mobile Code column changing this to a Green Check Mark (Allow)
