HTTP Error 403 - Forbidden

I keep getting this "HTTP Error 403 - Forbidden" message
when I enter certain sites that I have had no problems
with before. Help please! Keep in mind, I know very little
about computers (or I would probably be able to fix this
myself!)
 
Hi,
You could try deleting the cookies from Tools, Internet Options.
If that doesn't help, e-mail the webmaster of that side and ask him why you
can't access it.
