HTML Signatures

When a plain text email is received and then replied to or forwarded, the
HTML signature does not show up.

Is there a way to automatically use an HTML signature when replying to plain
text emails? Possibly by forcing outlook to convert all emails to HTML when
replying or forwarding? If this is possible can anyone help me out?

No, Outlook replies in the format it got the message. You must change the
format manually. Note that people might be sending you in Plain Text for a
reason.
