I think you should rather ask that from your local ISP.

The settings you ask about are derived from your ISP not HP.
You should only need to set the Internet Protocol (TCP/IP) (unless you are
required to enter Proxy Settings or Static IP Address for your ISP)
Otherwise set the Internet Protocol (TCP/IP) to "Obtain an IP Address
Automatically".
If you are going through a router / firewall, then the router / firewall
should be configured to allow access.
Who is your Internet Provider?
