HP LJ4650 Driver will not install

I am trying to install the HP LJ4650 print driver on a server and it fails
with the following error:

Unable to install color laserjet 4650 PS, Windows 2000, Intel driver.
Operation could not be completed.

I was able to install this driver on multiple other print servers without
any problems. I have restarted the spooler service and rebooted the server
and still get the same error. What shoud I do next? I see it copy all the
files at the end of the add printer driver wizard then the error message I
entered above pops-up. I have been unsuccessful in finding a document that
has any troubleshooting steps for this kind of problem. This server is
operating correctly, it hosts more that 100 other print queues which are
working. The event logs do not have any errors.

It appears to be permission issue.
Please log on as Local Administrator (Domain Administrator if this is a DC)
and install the driver again. If it fails again, try following:

1. Under Administrator Tools, in the Active Directory Users and Computers
snap-in, right-click the domain root, click Properties, and then click the
Group Policy tab.

2. Click the default domain policy, and then click Edit.

3. Expand Computer Configuration, expand Windows Settings, and then expand
Security Settings. Expand Local Policies, expand Security Options, andthen
modify

Device: Unsigned driver installation Behavior to "Warn but allow
installation."

NOTE: This policy is a domain-wide policy.

You should then modify LAN Manager Authentication Level

to "Send LM & NTLM responses."

It's not a permissions or GPO error. I am logged in as an
adminstrtator. The local policy is set to allow unsigned
driver but prompt before installing them. This HP LJ4650
driver is a signed driver so that is not the problem. Is
there any technical document out there that describe how
a printer driver installs?

I had the same problem. Driver loaded on 2 print servers
but could not be completed on the 3rd. Try pinging the
printer's IP address from the print server. If request
times out check to see if pinging is blocked for your
print server. Once the printer's IP was replying to a ping
from the print server the installation completed
successfully.
