How to wake up a laptop from standby using USB peripherals?

I have setup a laptop with an external monitor, USB keyboard, and USB mouse.
System doesn't have PS2 ports.

Now, I can't wake up the laptop from standby using USB input devices. I
really want to use standby or hybernate when not using the computer.

I have read some other threads in which people recommended to go to a device
manager tab and check a box for that. My computer doesn't even show the
additional tab for the USB mouse in the device manager.

Is there a solution for this problem or should I just keep the laptop open
and get rid of the larger external monitor?

go to control panel and power options, there depending on the laptop, you
should be able to set the options for hibernate and stand by, sometimes you
can set the space bar to wake the computer.

Is power applied to the USB keyboard or mouse when the laptop is in
standby or hibernation? If not, then there is no way they can wake up
the computer.

Device manager>>Hardware>>Keyboard>>power management>>
[ ] Allow this device to bring the computer out of standby.

Ditto for Mouse.

Key word is standby. Hibernate needs to be powered up with the button.
