how to use outlook in asia with a canadian version office 2003

i am a canadian and travel in asia. the outlook2003 does not allow me to send
from public and most hotel places, ie. internet cafe's but i can receive all
my emails (3 accounts) - all are pop3 and smtp.

Do i need to change any settings in the setup...or?

Are you authenticating with the SMTP server? When you are off your home
network many ISPs require you to authenticate with the SMTP server. Some
have alternate ports you need to use. Check your ISPs support site or call
support to find out how to do it.
