How do I make Exchange and Pop3 work at the same time?

My Outlook2003 is setup through an exchange server at my company. I created a
separate profile to send and retrieve my personal email through a POP3/smtp
server. When I connect my laptop in the office, the POP3/smtp mail service
does not work period. When I get home (and not connected to the office), my
POP3/smtp service works perfectly through outlook. How can I have both
working at the same time, so I can use one or the other in the office?

Does the office firewall allow connections to external POP3 & SMTP servers?
Many (like the ones at my office) don't

My office firewall probably doesn' allow it. Any suggestions on how to
circumvent this?

There aren't any since without access to those ports POP3 doesn't work.
