How to use a shortcut to stop & start one or more services?

I'm wondering if I can define a shortcut that will stop one service (or
two) and then start those 2 services?

I ask because I've noticed a problem with Norton's Internet Security
(i.e., Symantec's firewall). I'll be browsing and all of sudden after
hours of working okay I lose all connectivity but only to web sites
(i.e., HTTP traffic gets blocked). I can still ping and do e-mail but I
cannot browse. Symantec's response is to reinstall the product or
change its load order (by removing it from the registry Run key and
putting a shortcut for it in the Startup group). They don't work.
Eventually browsing gets blocked. I used to reboot to fix the problem
if disabling their firewall got hung up on blocking HTTP traffic.
Disabling it doesn't always work. Then I found that it will usually get
kicked in the butt and working again (i.e., I can continue browsing
without rebooting) if I stop their "Norton Internet Security" NT service
(which also kills their "Symantec Proxy" NT service) and then restart
both of those services.

Yeah, I'll be looking for a more reliable firewall. But until then, and
not until I get to play around with the others to see what I like, I can
go into the Services applet and stop and restart these services. A
shortcut would be more convenient, however.
