how to turn off/on the blocking feature in email

hwen trying to open an email, message tells me it is blocked.
Therefore, how do I go about turning off/on blocking feature.

Not a Word issue, but if you are using Outlook Express and the problem is
that the email contains an attachment, see Tools | Options | Security: "Do
not allow attachments..."
