Well, at login it's going to check the drive. When you open Explorer it is
going to check the drive. If you disable this you will probably have all
sorts of fun issues when you want to use the drive (without rebooting) but
if you really want...
Start
Run
"services.msc" without quotes
Enter
Find Shell Hardware Detection service and disable it and stop it
It will still likely check at login though just as it will check to see what
other hardware is installed.
It will kill autoplay as well as making your ability to open/read optical
disks pretty much a game of chance.
