How to stop Users from saving or downloading unto the desktop

How can i stop the users from downloading unto the
desktop. I have tried everything even using the GPO's.
Nothing works. I want to stop Users from downloading or
saving onto the desktop.I also want to remove the desktop
for the Dialog windows when Users wants to save.
 
One possibility is to change the ntfs permissions on the desktop folder in their user
profile to be list/read/execute and being sure that they are not owners of that
folder. --- Steve
