How to stop Users from download.

How can i stop users from downloading onto the computer,
I have used the GPO to restrict users from downloading
onto the computers, still they can download onto the
desktop.

1. How can stop users from any download

2. How can i disable/make the desktop disappear from the
common open file dialog windows(COFD), because its thru
the COFD that Users have a chance to download to the
desktop

But they might still use windows explorer to do the file downloads as
well, assuming the address bar is activated. File downloads can be
disabled using the security zones for internet and my computer.

P.S. I found out about windows explorer acting like internet explorer
by mistake when I typed a web address in the address bar, and my jaw
hit the floor in a hurry. :-0)))
