How to stop auto dialing while on phone?

I always keep my computer connected via my dial-up connection. I have it
setup to dial back in if the line is dropped and to keep trying up to 65
times, 30 seconds apart.

When I manually disconnect and use the phone, the computer will try to dial
in after a little time. Usually a few minutes. Why is this happening?

It can't be my settings since I have it for 30 seconds. The dial-in happens
long after 30 seconds.

What else can I do to correct this problem?

The most benign explanation is that a page hadn't finished loading
when you stopped the connection. Or you might have spyware on your
system (run Ad-Aware and Spybot after updating, both freeware). Or
something else might be calling home, trying to update, etc. Or, in a
really bad scenario, if you don't have "always dial my default
connection" something is calling a pay-per-minute site halfway around
the world.

I think it is my settings in Outlook and Outlook Express, which are set to
check email and newsgroups every 30 minutes. One of them hits the 30 minute
mark and dials in. Is there something I can do about this without closing
these programs when I use the phone?
