how to solve Outlook cannot be started problem

Outlook cannot be started, the error message is: "Windows cannot
access the specified devices, path, or files. You may not have the
appropriate permissions to access the item."

I use WindowsXP and Outlook 2002 and I login as Administrator.
Outlook's Properities dialog can be started, but outlook cannot be
started from desktop or directly from program folder. Other programs
have no problem like this.

Can anybody gives me some advices to solve this problem? Thanks in
advance!
