Business contact manager cannot be loaded....

Greetings,... I've got a problem with Business Contact Manager in
Outlook XP 2003. When Outlook starts up it slows to a crawl and
eventually displays a dialog box that says:

"Business Contact Manager for Outlook database cannot be loaded.
This action cannot be completed because Business Contact Manager
cannot access the database. The database is currently stopped. Do you
want to change the database configuration?"

If I say yes, it gives two choices in the database wizard setup.

First choice is to create a new database. This returns an answer of
"database creation unsuccessful."

Second choice is to Select a database below. But it then tells me that
it cannot find the database and to verify permissions, locate the
database and try again.

I've never used the Business Contact Manager part of Outlook. It
didn't really do what I needed. So at this point I would really just
like to disable it so that I don't have to lose a couple of minutes
waiting each time my wife and I switch identities and restart Outlook.

Any suggestions would be much appreciated. This has been going on for
a while.
