Outlook 2007 freezes under Vista SP2

I'm having problems with Outlook freezing. I've tried disabling add-ins -
but to no avail.
I cannot disable them from inside Outlook as the program doesn't seem to
want to give me Administrator rights.
When I try running Office Diagnostics I receive the message: "You cannot run
Office Diagnostics because you do not have sufficient permissions. To run
Office Diagnostics, access to the Microsoft Windows event log is required.
Typically, Guest accounts and user accounts with reduced permissions do not
have access to the Windows event log."
Any advice would be gratefully accepted...

You must indeed run this with elevated permissions. If you have UAC
disabled, you'll have to log in with an administrator account in order to
run Office Diagnostics. It is recommended to leave UAC on and then you'll
automatically be prompted for administrator credentials when trying to run
it.

Anyway, in order to disable machine level add-ins, you'll have to start
Outlook as an Administrator. If you have UAC turned on, you can do this by
right clicking on the Outlook shortcut in the Start Menu and choosing Run as
Administrator.

Thank you for your advice.
I have attempted to enable UAC, but whether I switch it on or off there is
no reaction. Right-clicking Outlook does not produce the desired effect.
Something would seem to be corrupted.
What could I try next?

You don't get the Run as Administrator option then?
Which other options do you get?
Note that after you enable UAC, you must restart your computer for changes
to take affect.

Thank you, Robert, for yor reply.

I have checked UAC. It was in.fact already enabled. I have now enabled and
disabled it several times, each time rebooting - with no effect.
The Administrator option does not appear with any of the Microsoft
programs - which offer the "normal" options - but with all of the others.

In Outlook the freeze reappears with the activation of the reading pane,
which no longer appears at the start of the program.
The program itself runs very slowly.

In my frustration I attempted to install Outlook 2003 after deinstalling
2007.
This did not work because of the MAPI32.DLL file installed by 2007.

This file I could not replace as it was impossible to rename or delete the
newer file as it was being used by the system.

My attempt to get into Vista's safe mode were blocked by the system then
forcing me back into the normal mode...

I would be happy to use Outlook 2003 but see no way back without
deinstalling all the Office 2007 programs.

I have now reinstalled Outlook 2007 but the problems have returned....
