How to Set a Primary Domain Controller

Summary: How does one set a Primary Domain Controller
when no Domain Controller appears to wish to take on the
role ?

I have two domain controllers (both Win2k) on my LAN but
I cannot get either of them to become the primary domain
controller. Previously the PDC was a Win SBS 2k machine
which I am now moving to separate Win2k Server and
Applications (Exch2k, SQL2k etc).

This problem prevents setting a Domain Security Policy
and causes Security Account Manager (SAM) error events
every two minutes !

Note that the two domain controllers are replicating the
directory satisfactorily and are otherwise working.

I do not want to add the Win2k applications until I have
resolved this. Any ideas ?

Ken,

In addition to what Mark added when SBS2000 is in the
picture it - and it alone - MUST hold all of the FSMO
Roles. There can also be no trusts set up.
