How to send Instant Message under windows XP?

Hi guys,
does anyone know how to send instant message to specific IP address under
Windows XP? Do I need some program or should I use special command on
windows command line???

The command line syntax to send a Messenger Service message (not to be
confused with MSN Messenger) is net send <name/ip/etc> message. However,
after the rash of Messenger Service spam, if that person is not on your
local network you're likely to find that port closed.

Grossly misconfigured computers, or else computers on a corporate LAN - not
an insignificant number of machines.
