How to re-install "Add / Remove Programs"

Recently,"Add / Remove Programs" just disappeared from the CONTROL PANEL.
How do I reinstall "Add / Remove Programs" to the Control Panel
without having to reinstall Windows XP Home ( which would require backing up my hard drive (8 GB of data). Thanks for your help!

"Add / Remove Programs" is just a link to this file.
