The M$ extract.exe utility from Win95 will extract from a cab file in Win
3.1
Do a google for it or get it here:
http://www.uv.tietgen.dk/staff/mlha/Download/DOS/
usual usage: extract /? to list the switches
or extract "whatever_name".cab *.* to pull out all the files.

I think WinRAR can do so. Not freeware, but nearly full functional.

Thers a lot you can do with 3.1, other than the obvious option of
replacing it. Eg
